Mission Statement
We, the members of the Clinton Public Safety Department, are committed to excellence in law enforcement and fire prevention and are dedicated to the people, traditions, and diversity of our City. In order to protect life and property, prevent crime, and reduce the fear of crime, we will provide service with understanding, response with compassion, performance with integrity, and public safety with vision.
Fire Suppression
Fire suppression operations are organized to effectively combat the types of fires that are likely to occur in the fire district. The priority goals of suppression activities are as follows:
A. Save lives
B. Limit the spread of fires
C. Extinguish the fire
D. Minimize the property damage from fire-related hazards
Firefighters are trained and equipped to perform an aggressive interior assault on structure fires in order to accomplish these goals. Fires in structures present the highest probable risk to life and property. This includes fires involving occupancies such as single- and multi-family dwellings, healthcare facilities, hotels, stores, office buildings, warehouses and various industries.
Outside fires involving brush, woods, propane, natural gas and electrical equipment are not uncommon. The community also contains major highways and railway arteries. These transportation networks present additional risk of fire and hazardous material incidents.
Medical Response
All Public Safety Personnel have been certified as medical First Responders to enable us to provide emergency medical assistance until the arrival of Emergency Medical Services.
Rescue
Fire division rescue services are provided to cover a number of technical situations. These types of rescues include, but are not limited to, vehicle extrication, high-level rescue, confined space rescue, trench rescue, and structural collapse incidents.
Hazardous Materials
The Fire Division will operate at different levels. This includes a defensive strategy for Operations Level personnel and offensive strategy for Technicians when dealing with hazardous materials. The mitigation of such incidents involves an 8-step process: site management, product identification, risk assessment, personal protective equipment, information/resource coordination, product control, decontamination and termination. Technical level mitigation is also provided by other agencies. Prevention of hazardous materials emergencies is attempted through code enforcement and applications of standard safety practices.
Fire Prevention
Fire prevention activities provided by the Fire division are part of the comprehensive plan to protect life and property from fire and other hazards. Code enforcement, pre-fire planning, public education and fire investigation are the major components of the fire prevention plan.
Code Enforcement and Plan Review - The Fire division has a responsibility to
enforce all local fire safety codes and standards acting under the authority of the
State Fire Marshall, (Section 23-9-30)
Fire Investigations - An investigation of all fires is conducted to determine the
origin and cause. This information is required in order to prevent the occurrence
of future fires, or, at the very least, reduce the severity. If the fire is determined to
be indendiary, a thorough investigation is intended to prosecute the guilty party.
The investigations are performed by certified department personnel in
conjunction with law enforcement agencies.
Public Education - Fire safety awareness programs focus on early childhood
education and self-preservation training methods. Community-wide fire safety
issues are incorporated into the department's participation in community
associations. Programs aimed to senior citizen groups, in an effort to address
their particular needs, are provided as well.
